Rob Murray-Leach, Chief Executive Officer

Rob Murray-Leach is the CEO of the Energy Efficiency Council, the peak body for commercial and industrial energy efficiency. Rob has an extensive background in climate change, energy, transport and sustainability, as an author on the Garnaut Climate Change Review and senior policy expert in the South Australian Government. His academic background from Oxford and Adelaide focused on behaviour and sustainability, and he has contributed to a number of texts in this field.

Greg Leather has been associated with EPCs in Australia since the incorporation of the Australasian Energy Performance Contracting Association (AEPCA), the forerunner to the EEC.  His contributions include attending to incorporation of AEPCA and drafting its rules of association; contributing author to the Energy Performance Contracting Best Practice Guide; contributing author to the Monitoring & Verification Best Practice Guide; principal legal advisor to the AEPCA team that developed the national standard contracts for the energy performance contracting industry from October 1999 to June 2000; participated in the Facilitator and Procurement training courses; and providing legal advice for the procurement of many EPCs over the last ten years.  Involved since 1998 in advising and assisting clients in relation to energy performance contracting including drafting Detailed Facility Study Agreements, negotiating Energy Performance Contracts (EPCs) with EPC contractors (ESCOs) and consultants on behalf of government instrumentalities and handling disputes arising out of breaches of energy performance contracts and advising ESCOs in relation to energy efficiency projects including Build/Own/Operate/Transfer (BOOT) schemes.  Greg is a partner of Barringer Leather Lawyers in Sydney.

Adjunct Professor Alan Pears AM works at RMIT and runs his consultancy, Sustainable Solutions. He has worked across all aspects of sustainable energy in policy, program development and specific projects. In the industry sector, Alan helped to develop SEDA’s Energy Smart Business program, the Commonwealth’s Energy Efficiency Best Practice program and, more recently, the Energy Efficiency Opportunities program.
