MEDIA RELEASE: Changes to Victorian Energy Upgrades legislation will boost energy efficiency and electrification for the long-term 14 May 2025

The energy management sector has commended the Victorian Parliament for passing legislation yesterday to help households reduce energy bills and cut emissions through energy efficiency and electrification.

Since 2009 the Victorian Energy Upgrades (VEU) program has provided energy performance upgrades to hundreds of thousands of businesses and millions of households. Under the amendments passed by the upper house last night, the VEU has been extended to 2045, aligning the program with the state’s target for achieving net zero emissions.

“This change ensures energy efficiency and electrification remain foundational pillars in Victoria’s energy transition. The energy management sector now has the certainty to get on with the job of helping households and businesses save money and cut emissions,” said Luke Menzel, CEO of the Energy Efficiency Council, the peak industry association for electrification and energy management.

In addition to extending the VEU until 2045, the proposed amendments provide the Essential Services Commission with powers to better protect consumers and ensure the VEU can support the rollout of complementary policies currently under consideration, such as minimum energy performance standards for rentals.

“We look forward to customers’ experiences with the VEU improving now that the ESC has better oversight of installations under the scheme.”
