MEDIA RELEASE: Support for insulation a ‘game-changer’ for Victorians, industry says 08 April 2025

The Energy Efficiency Council (EEC) has hailed today’s announcement that insulation will be reintroduced to the Victorian Energy Upgrades (VEU) program as one of the most significant energy efficiency measures supporting Victorian households in decades.

“This announcement is a game-changer that will drive down energy bills while improving the health and comfort of homes across Victoria” said EEC CEO, Luke Menzel.

Approximately 50% of Victorian homes were built before energy performance requirements were put in place, with many more constructed to lower standards than those now required in 2025. These underperforming homes are often cold and damp in winter, uncomfortably hot in summer, and cost more to heat and cool than they should.

“This support will enable more Victorians to properly insulate their homes—one of the most effective ways to reduce energy costs and emissions. It’ll keep people warm in winter, cool in summer, and reduce the need to spend huge amounts of money running heaters and air conditioners around the clock,” said Mr. Menzel.

In addition to the benefits for households, several insulation brands are manufactured right here in Victoria, often using recycled materials such as plastic and glass. By driving an increase in uptake, the VEU will also support local recycling, manufacturing, and jobs.

To help ensure that installations are high quality and safe, all work must be undertaken by suitably qualified installers, certified under the EEC’s Certified Insulation Installer program.

“States and territories are incorporating EEC installer certification into government programs to drive quality installations. We also welcome the government’s commitment to training, audits and oversight requirements. The EEC looks forward to working with the Victorian Government to support the growth of a highly skilled insulation workforce here in Victoria,” said Mr. Menzel.
